Have her stand up and then measure away!
Have her stand straight to get an accurate measurement. First, measure her chest by wrapping the tape measure around the area. Be sure that your measuring tape passes over her bust line and under her arms. Then, measure her waist. The waist is parallel to her belly button. Remember not to pull the tape too tightly to give her room to breath. And then lastly, determine the length your daughter is most comfortable to wear. Measure this from the top of the shoulder until where you envision your hemline to be.
